From the beginning of the Scouting program in the United States in 1910, the issue of the "older boy problem" arose. Scoutmasters recognized the fundamental and developmental differences between 12 year old and 16 year old young men. The older boys staying on in Scouting demanded and were given their own kind of advanced program – Sea Scouting, in 1912. |
